Default Concept Skill: "Save yourself!"

E:5 A:0 R15
"Shout: For 1...2...3 seconds target other ally moves 50% faster, gains 1...4...5 health regeneration, and has a 75% chance to block attacks. Target ally gets an additional 1...2...3 seconds for each dead party member within earshot"(Att. Command)

I figure it's mostly a PvE skill to avoid a complete wipe when you over-aggro. Although it could probably also be used in runs.

33% faster is the max speed limit. Other than that would stack with other speed modifications. So if you want to make it immune to slowdow, make it move 1000% faster, Will still move 33% faster, but will resist a lot of slowdowns.

Immunity to knockdows would be nice too.

But the best solution would be to remove that character completely from the battle, like... with...

"Signet of invisibility"
E:n/a C:0 R:60
Signet. All foes targeting you lose target. For 10..45..60 seconds, you cannot be targeted or noticed by any foe and you will not trigger traps. When this skill ends, any foe within earshot will target and attack you. This skill ends if you attack or use a skill.
(Attribute: Illusion Magic)

Notes:
- Actually, this will turn off enemy AI for you, as if you where not there or where part of their faction.
- Even area effects like Chilblains or eruption will have no effect on you.
- You will trigger traps neither enemy spawns, like Mandragor or Oni spawns.
- You will se your model, but your party members won't see you, unless they are dead and select your healthbar in the party panel, but they will still se your spot in the radar. This skill is disabled for 60 seconds.

That is more like an 'scape' PvE skill for me.

0 energy to make it easier to cast.
0 recharge to prevent enemies for stoping your scape.
60 recharge and disable so it do not become too much easy use.

XD.

sounds cool, I'm guessing it'd be Elite, although maybe it is and I missed something

It doesn't work that way.
Two skills with the same effects (say, sprint and charge) will not stack beyond 33% speed boost. If a single spell exceeds that cap, it will still have it's full effect (like, how you move 50% faster with Dash, or how Mind Freeze can slow you down for 90%, or how Lingering Curse reduces healing by 50%, not sure about the last one).
So, if you make it 1000% it would make the game pretty unplayable:P

That is an exception.

Revised the article... that skill is an exception, but Thomas.knbk is right. Making it have 1000% would make it another exception, so if it were 1000%, you'll end up sticking against walls and aggroing everything in front of you to the end of the area when pressing W, so fast you'll be...

So... hm... immunity to negative movement affects (cripple, hexes, slow down area effects, etc) would be enough, XD.
